Min Window Width/Height App Config For Desktop

It would be nice to have #GLFW_MIN_WINDOW_WIDTH and #GLFW_MIN_WINDOW_HEIGHT.

I'm trying to enforce this by watching for a resized window and calling SetDeviceWindow() should the dimensions get too small, but it inits an entirely new window back in the center of the desktop and is therefore not very user friendly. The window being blanket unresizable beyond a certain point would be ideal.

You might get somewhere calling SetDeviceWindowSizeLimits which sets the minimum and maximum sizes that the window can be (GLFW target only)
