Tiled is free and there are implementations for it in frameworks like fantomCX, ignitionX and pyro.
But to be honest, I don't know how it compares to others.
 
I use Mappy because it can export as text. With a little tweaking the text file can be used as data statements. And is a nice simple editor.
 
In official docu of Tiled I saw that for monkey x they developed module named bit.tiled. ? How to add/import this to cerberus? I searched for info about modules in documentation (cerberus) but there's general info what module is.
 
I'm using Tiled on my games as well. Their "tmx" format is just a xml file, so you can use any xml reader to read the data and use it as you desire :)
